Abstract
CURRENT ENFORCEMENT SCHEMES AND THE BROAD DISCRETION THAT THEY GRANT TO THE AGENCY ARE REVIEWED. A SUGGESTION IS MADE TO GIVE THE AGENCY A PRECISE SPECIFICATION OF PROCEDURES TO STRENGTHEN ITS ENFORCEMENT PROGRAM AND TO MAKE VIOLATIONS SUBJECT TO JUDICIAL REVIEW.
