REPORT ON A STUDY OF THE USE OF HELICOPTER PATROL BY THE COLUMBUS (OH) POLICE DEPARTMENT THROUGH EXAMINATION OF OPERATIONAL DATA, CRIME STATISTICS, COST-EFFECTIVENESS ANALYSIS, AND AN OPINION SURVEY OF DEPARTMENT MEMBERS.
Abstract
FINDINGS INDICATE THAT HELICOPTER PATROL WAS THREE TIMES AS PRODUCTIVE AS CRUISER PATROL IN TERMS OF POLICE SERVICE CONTACTS; COST-EFFECTIVENESS BETWEEN AIRBORNE AND GROUND PATROL WAS REASONABLY CLOSE; CRIME RATES WERE REDUCED IN AREAS OF THE MOST INTENSE; AND OFFICERS DEMONSTRATED VERY STRONG SUPPORT FOR THE USE OF HELICOPTER PATROL IN ITS PRIMARY ROLE AS AN ADJUNCT TO CONVENTIONAL POLICE OPERATIONS. THE AUTHOR PREDICTS A MORE EXTENSIVE AND EFFECTIVE CRIME COMBATTING ROLE FOR HELICOPTER PATROL.
