REPORT ON A TECHNICAL ASSISTANCE STUDY CONDUCTED TO DETERMINE IF THE KING COUNTY (WA) DEPARTMENT OF PUBLIC SAFETY WAS JUSTIFIED TO MAKE A 'SOLE SOURCE' PURCHASE OF HAND-HELD PORTABLE RADIOS.
Abstract
THE STUDY WAS UNDERTAKEN AT THE REQUEST OF WASHINGTON LAW AND JUSTICE PLANNING OFFICE (LJPO) PERSONNEL WHO FELT THAT THE DEPARTMENT OF PUBLIC SAFETY (DPS) WAS SEEKING GREATER OPERATING CAPABILITIES IN THE PORTABLE RADIO EQUIPMENT THAN IS ACTUALLY NECESSARY. THE CONSULTANT MET WITH DPS AND LPJO OFFICIALS AS WELL AS REPRESENTATIVES FROM PACIFIC WESTERN ENGINEERING, MOTOROLA C AND E (MANUFACTURERS OF THE EQUIPMENT IN QUESTION), AND GENERAL ELECTRIC. HE ALSO REVIEWED THE DPS GRANT APPLICATION, DPS COMMUNICATIONS MASTER PLAN, AND DPS CORRESPONDENCE WHICH SOUGHT TO JUSTIFY THE EQUIPMENT PURCHASE. THE CONSULTANT CONCLUDED THAT A PORTABLE RADIO CAPABLE OF TRANSMITTING ON FEWER FREQUENCIES THAN THOSE REQUESTED BY THE DPS WOULD BE ADEQUATE. APPENDIXES CONTAIN THE DPS GRANT APPLICATION, THE PACIFIC WESTERN ENGINEERING CORPORATION REPORT ON THE COMMUNICATIONS SYSTEM, AND THE KING COUNTY COMMUNICATIONS MASTER PLAN.
