A SAN FRANCISCO POLICE DEPARTMENT SERGEANT'S VIEW OF CHANGES IN THE DEPARTMENT'S HIRING AND PROMOTIONAL PRACTICES BROUGHT ABOUT BY A COURT ORDER IN NOVEMBER 1973.
Abstract
THE COURT ABOLISHED USE OF WRITTEN ENTRANCE EXAMINATIONS TO MEASURE APPLICANTS' APTITUDE AND INTELLIGENCE AND IMPOSED RATIO QUOTAS OF MINORITY GROUP MEMBERS IN ALL HIRING AT THE ENTRANCE AND PROMOTIONAL LEVELS. THIS WAS MODIFIED IN MAY 1975 ABOLISHING QUOTAS ON ETHNIC MINORITIES AND ORDERING THAT AN EXPERIMENTAL QUOTA OF 60 WOMEN BE HIRED AS POLICE OFFICERS. THE AUTHOR DESCRIBES THE EFFECTS OF THESE CHANGES ON DAY-TO-DAY DEPARTMENT OPERATIONS AND OUTLINES A SIX-STEP ALTERNATIVE PROPOSAL TO THE USE OF A PREFERENTIAL QUOTA SYSTEM.
