Abstract
SMOOTH CURVES ARE FITTED TO THE DATA POINTS IN ORDER TO DETERMINE ABOVE WHAT PERCENTAGE-OF-DEFENDANTS-HELD THE TOTAL COST CURVE BOTTOMS OUT. THE ARTICLE INDICATES THE EFFECTS OF VARYING THE COSTS AND THE CITIES, THE CAUSAL IMPLICATIONS OF WHY THE OPTIMUM PERCENT DIFFERS SUBSTANTIALLY FROM THE ACTUAL PERCENT, AND THE POLICY IMPLICATIONS WITH REGARD TO USING THE ANALYSIS IN PRETRIAL RELEASE POLICY AND IN REDUCING THE TOTAL COSTS. IT ALSO INDICATES WAYS IN WHICH THE MODEL CAN BE EXPANDED TO OBTAINING INSIGHTS WITH REGARD TO THE OPTIMUM LEVEL OF VARIOUS KINDS OF DUE PROCESS AND LAW ENFORCEMENT. (AUTHOR ABSTRACT)
