A COMPLEX ADMINISTRATIVE THEORY WHICH ATTEMPTS THE SPECIFIC DEFINITION OF POLICE TASKS, FUNCTION, AND IMAGE AND LEADS TO A METHODOLOGY FOR QUANTIFYING THE TASK ELEMENTS IS ADAPTED TO CAMPUS SECURITY OPERATIONS.
Abstract
THIS CONCEPTUALIZATION IS BASED ON A POLICE TASK MODEL WHICH HAS BEEN MODIFIED TO REFLECT THE NEEDS OF THE UNIVERSITY SETTING. EMPHASIS IS PLACED ON THE SECURITY GOAL OF VICTIMIZATION REDUCTION. THE BASIC CONCEPTS FOR A SOPHISTICATED, COMPUTER-ASSISTED MANAGEMENT INFORMATION SYSTEM ADAPTABLE TO THE NEEDS OF INDIVIDUAL UNITS ANY OF SUNY (STATE UNIVERSITY OF NEW YORK) CENTRAL IS ALSO PRESENTED. RECOMMENDATIONS ARE OFFERED FOR THE UNIVERSITY-STUDENT RELATIONSHIP, THE ROLE OF THE CENTRAL ADMINISTRATION, RULES AND CAMPUS JUDICIARY, INFORMATION CONTROL, DIVERSION, ADMINISTRATIVE DISCRETION AND APPLICATION OF LEGAL POWERS. AN EXTENSIVE APPENDIX MAKES UP THE BULK OF THIS REPORT.
