REPORT OF THE COMMISSION APPOINTED BY THE PRESIDENT ON JANUARY 4, 1975 TO DETERMINE IF ANY DOMESTIC CIA (CENTRAL INTELLIGENCE AGENCY) ACTIVITIES EXCEEDED THE AGENCY'S STATUTORY AUTHORITY AND MAKE APPROPRIATE RECOMMENDATIONS.
Abstract
THE PRESIDENT ESTABLISHED THE INVESTIGATIVE COMMISSION IN RESPONSE TO NUMEROUS AND SERIOUS ALLEGATIONS OF VIOLATIONS OF THE LAW BY THE AGENCY WHILE CONDUCTING DOMESTIC SURVEILLANCE OPERATIONS. THE PRESIDENT CHARGED THE COMMISSION WITH ASCERTAINING FACTS RELATING TO CIA ACTIVITIES WITHIN THE UNITED STATES WHICH GIVE RISE TO QUESTIONS OF COMPLIANCE WITH THE PROVISIONS OF 50 USC 403, DETERMINING THE ADEQUACY OF EXISTING SAFEGUARDS IN PREVENTING VIOLATIONS OF 50 USC 403, AND RECOMMENDING APPROPRIATE CHANGES TO THE PRESIDENT AND THE DIRECTOR OF THE CIA. COMMISSION FINDINGS AND RECOMMENDATIONS RELATIVE TO THE ROLE AND AUTHORITY OF THE CIA; THE ADEQUACY OF INTERNAL CONTROLS AND EXTERNAL SUPERVISION OF THE AGENCY; AND SIGNIFICANT DOMESTIC OPERATIONS SUCH AS MAIL INTERCEPTS, SPECIAL OPERATIONS ACTIVITIES, DOMESTIC ACTIVITIES OF CIA DIRECTORATES, AND POSSIBLE INVOLVEMENT IN IMPROPER ACTIVITIES FOR THE WHITE HOUSE AND THE ASSASSINATION OF PRESIDENT JOHN F KENNEDY ARE PROVIDED IN THE BODY OF THE REPORT. APPENDIXES INCLUDE THE EXECUTIVE ORDER ESTABLISHING THE COMMISSION; THE NATIONAL SECURITY ACT OF 1947, AS AMENDED; PROPOSED AMENDMENTS TO 50 USC 403; AND A REVIEW OF CIA ASSISTANCE TO AND FROM FEDERAL, STATE, AND LOCAL AGENCIES.
