THIS REPORT PRESENTS THE FINAL EVALUATION OF THE WEST SIDE ECUMENICAL MINISTRY (WSEM) GROUP HOMES ACTIVITIES, A PROJECT OF THE CLEVELAND IMPACT CITIES PROGRAM'S EFFORTS TO DEAL WITH DELINQUENT AND PRE-DELINQUENT YOUTH.
Abstract
THE GROUP HOMES PROJECT WAS ESTABLISHED TO PROVIDE A SUITABLE HOME LIFE FOR YOUTHFUL MALE OFFENDERS RETURNING TO A SOCIAL ENVIRONMNET CONDUCTIVE TO CONTINUED CRIMINAL OR DELINQUENT BEHAVIOR AFTER RELEASE FROM INCARCERATION OR TERMINATION OF PAROLE OR PROBATION. THE PROJECT'S GOAL ATTAINMENT WAS EVALUATED IN LIGHT OF PROBLEMS CONFRONTING IMPLEMENTATION OF SEVERAL PHASES. THE PROJECT MET ITS MAIN GOAL OF ESTABLISHING A GROUP HOME AND PROVIDING EDUCATIONAL, RECREATIONAL, VOCATIONAL, AND FAMILY COUNSELING SUPPORT SERVICES TO RESIDENT AND NON-RESIDENT CLIENTS. THE HOME WAS MAINTAINED ATER TERMINATION OF IMPACT FUNDING.
