Abstract
IN CONTRAST TO THE RISING CRIME RATES IN WEST GERMANY, THE COUNTRY'S INDICTMENT AND CONVICTION RATES HAVE REMAINED CONSTANT FOR DECADES. THE AUTHOR SUGGESTS THAT CURRENT METHODS OF DERIVING CRIME RATES HAVE AN INHERENT TENDENCY TO OVERESTIMATE THE SERIOUSNESS OF THE OVERALL CRIME PICTURE. --IN GERMAN
