SOME OF THE PRECAUTIONS DISCUSSED INCLUDE HAVING PERSONS OTHER THAN DRIVERS LOAD TRUCKS, PRE-LOADING IN THE AFTERNOON INSTEAD OF AT NIGHT, TIGHT CONTROL OF IGNITION KEYS, AND PADLOCKING THE WHEELS OF THE TRAILERS TO A SECURE POST.
