REPORT ON A TECHNICAL ASSISTANCE STUDY TO DETERMINE AN APPROACH TO PROVIDING IMPROVED INVESTIGATIVE CAPABILITIES THAT WOULD BE BOTH ECONOMICALLY FEASIBLE AND RESPONSIVE TO THE NEEDS OF THREE SMALL TOWNS IN NORTHERN MAINE.
Abstract
THE TOWNS OF WASHBURN AND LIMESTONE AND THE CITY OF CARIBOU HAVE BEEN EXPERIENCING GROWING CRIME PROBLEMS, WHILE ONLY CARIBOU HAS A LIMITED CRIMINAL INVESTIGATION CAPABILITY. THE CONSULTANT CONDUCTED ONSITE VISITS DURING WHICH MEETINGS AND TELEPHONE INTERVIEWS WERE HELD WITH STATE, COUNTY, AND LOCAL CRIMINAL JUSTICE OFFICIALS. DATA GATHERING EFFORTS CENTERED ON REVIEWING ANNUAL FINANCIAL REPORTS AND CRIME STATISTICS FROM THE THREE JURISDICTIONS AS WELL AS A VARIETY OF OTHER DATA COMPILED BY THE STATE CRIMINAL JUSTICE PLANNER. THE CONSULTANT FOUND THAT INCREASES IN BURGLARY, LARCENY, AND AUTO THEFT WERE A MAJOR PROBLEM IN THE THREE COMMUNITIES AND THE LACK OF INVESTIGATIVE UNITS WAS NEGATIVELY AFFECTING CLEARANCE RATES. THE ESTABLISHMENT OF A JOINT INVESTIGATIVE CAPABILITY IS RECOMMENDED AND ALTERNATIVES ARE SUGGESTED. INVESTIGATIVE TRAINING AND EQUIPMENT NEEDS ARE OUTLINED AND EDUCATION IN MODERN CRIME PREVENTION TECHNIQUES IS ALSO RECOMMENDED.
