DATA ARE PRESENTED ON INMATE POPULATIONS, JAIL AND PRISON CONDITIONS AND OPERATIONS, INMATE PROGRAMS AND SERVICES, AND SYSTEM COSTS AND PERSONNEL. A REEXAMINATION OF THE FUNDAMENTAL ASSUMPTIONS ABOUT CORRECTIONS IN THE UNITED STATES IS SUGGESTED.
