TAKES NOTE OF AN INCREASING EMPHASIS IN WEST GERMAN CRIMINAL JUSTICE POLICY ON CRIME PREVENTION BY MEANS OF CITIZEN SECURITY MEASURES AND SETS FORTH POSSIBLE DISADVANTAGES TO THIS POLICY EMPHASIS.
Abstract
THE AUTHOR SUGGESTS THAT THERE IS A THIN LINE BETWEEN FOOLISH TRUSTFULNESS AND A DESIRABLE SENSE OF TRUST BETWEEN CITIZENS THAT IS ITSELF A CRIME PREVENTIVE FACTOR. DISADVANTAGES OF EXCESSIVE RELIANCE ON PRIVATE SECURITY MEASURES INCLUDE THE MISUSE OF SECURITY MEANS IN PRIVATE HANDS, THE TRANSFER OF THE EFFECTS OF CRIME TO THE WEAKEST MEMBERS OF SOCIETY, AND AN INCREASE IN THE QUALITY OF CRIMINAL METHODS ON THE PART OF OFFENDERS. --IN GERMAN
