REPORT ON A TECHNICAL ASSISTANCE STUDY CONDUCTED TO SUGGEST IMPROVEMENTS IN POLICE MANAGEMENT, MANPOWER DEVELOPMENT AND DEPLOYMENT, AND INTERGOVERNMENTAL RELATIONS IN THE FORT MADISON (IA) POLICE DEPARTMENT.
Abstract
PROBLEMS IDENTIFIED BY THE CONSULTANT DURING HIS FOUR-DAY ON-SITE VISIT IN AUGUST 1973 INCLUDE INADEQUATE FACILITIES, DISAGREEMENT BETWEEN CITY AND COUNTY OFFICIALS REGARDING FACILITY CONSTRUCTION, A HIGH PERCENTAGE OF FALSE ALARM CALLS, AND PUBLIC DISPLAY OF FIREARMS IN POLICE CARS. RECOMMENDATIONS INCLUDE RECONCILING DIFFERENCES BETWEEN CITY AND COUNTY OFFICIALS TO CONSOLIDATE FACILITY CONSTRUCTION EFFORTS AND STORING SHOTGUNS IN PATROL CAR TRUNKS SO THEY ARE NOT OFFENSIVE TO THE PUBLIC.
