REPORT ON A TECHNICAL ASSISTANCE STUDY OF THE ST PAUL (MN) POLICE DEPARTMENT TO DETERMINE THE EFFICIENCY OF MANPOWER DEPLOYMENT AND RESOURCE ALLOCATION AND THE ADEQUACY OF ADMINISTRATIVE POLICIES.
Abstract
THE STUDY WAS ALSO TO DETERMINE IF THERE WAS A MORALE PROBLEM AMONG THE PATROLMEN AND ANALYZE THE CAUSES AND DETERMINE IF THE DEPARTMENT WAS EFFECTIVELY DELIVERING SERVICES TO THE COMMUNITY. THE THREE CONSULTANTS STUDIED NINE AREAS IDENTIFIED BY THE MAYOR AND HIS STAFF DURING THEIR ON-SITE VISITS IN JUNE AND JULY 1973. THESE INCLUDED EXTENT OF DEPARTMENTAL PLANNING EFFORTS; THE DEPARTMENT ADMINISTRATION'S RECEPTIVITY TO CHANGE; THE EFFICIENCY OF ORGANIZATION; EXTENT OF ADMINISTRATIVE INITIATIVE; NATURE OF MORALE; NUMBER OF OFFICERS PERFORMING NON-LINE DUTIES; EFFECTS OF A STATE LAW GIVING UNDUE ADVANCEMENT PREFERENCE TO VETERANS; ABSENCE OF DEPARTMENT MANUALS; AND ABSENCE OF ACTIVITY REPORTS AND MANAGEMENT INFORMATION. THEY FOUND A LACK OF LONG-RANGE PLANNING, RESISTANCE TO CHANGE, INEFFECTIVE ORGANIZATIONAL STRUCTURE, LACK OF ADMINISTRATIVE INITIATIVE, DISSATISFACTION WITH CERTAIN PROCEDURES, AND STATUTORY PROMOTIONAL PREFERENCE FOR VETERANS. RECOMMENDATIONS WERE MADE IN SEVERAL OF THESE AREAS. IN ADDITION, A ROUGH DRAFT OF A PROCEDURES MANUAL WAS COMPLETED AND SUGGESTIONS FOR IMPROVING VERTICAL COMMUNICATIONS WERE SET FORTH.
