REPORT ON A TECHNICAL ASSISTANCE STUDY TO DETERMINE THE FEASIBILITY OF ESTABLISHING A STATEWIDE INSTITUTE OF FORENSIC SCIENCES IN ARKANSAS.
Abstract
DURING SEPTEMBER AND OCTOBER 1973, THE CONSULTANT CONDUCTED SEVERAL ON-SITE VISITS. DURING THESE VISITS, HE INTERVIEWED THE STATE MEDICAL EXAMINER AND TOXICOLOGIST; THE COMMANDER OF THE ARKANSAS STATE POLICE CRIMINAL INVESTIGATION SECTION AND THE FIREARMS EXAMINER; THE CHIEF CHEMIST IN THE STATE HEALTH DEPARTMENT LAB; AND LOCAL POLICE OFFICIALS. THE 1972 AND 1973 COMPREHENSIVE PLANS AND UNIFORM CRIME REPORTS AND OTHER RELEVANT DOCUMENTS WERE EXAMINED. A PLAN FOR AN INSTITUTE OF FORENSIC SCIENCES COVERING ORGANIZATION, STAFFING, EQUIPMENT, FACILITIES, COSTS, MISCELLANEOUS DATA, FIELD OPERATIONS, AND INITIAL IMPLEMENTATION STEPS WAS DEVELOPED AND IS INCLUDED.
