THE SWITCH FROM THE 1950'S TREATMENT PHILOSOPHY TO THE PUNISHMENT AS AN EXPRESSION OF PUBLIC DISAPPROVAL PHILOSOPHY OF THE 1970'S IS ANALYZED. EFFECTIVE APPLICATION OF PUNISHMENT TO MAXIMIZE ITS DETERRENT EFFECT IS ALSO DISCUSSED.
