THE HISTORY, CONSTRUCTION, IMPLEMENTATION, AND VALIDATION OF THE MICHIGAN STATE POLICE PERFORMANCE APPRAISAL SYSTEM FOR TROOPER POSITIONS IS DESCRIBED.
Abstract
AFTER AN EXAMINATION OF THE STATE OF THE ART IN PERFORMANCE EVALUATIONS, IT WAS DETERMINED THAT A FORCED-CHOICE APPROACH WOULD BE BEST SUITED TO THE DEPARTMENT'S NEEDS. TO ESTABLISH CREDIBILITY OF THE SYSTEM, EVERY MEMBER OF THE DEPARTMENT PARTICIPATED IN THE EARLY DEVELOPMENT STAGES OF THE SYSTEM, CALLED THE ACHIEVEMENT AND DEVELOPMENT INVENTORY (ADI). IN ITS FINAL FORM, THE ADI CONSISTS OF TWO PARTS. PART I IS A SET OF DESCRIPTIVE PHRASES BASED ON THE FORCED-CHOICE CONCEPT, WHILE PART II IS A MORE SUBJECTIVE GUIDANCE AND DEVELOPMENT INSTRUMENT.
