DATED OCTOBER 15, 1973, THIS REPORT DESCRIBES THE RESULTS OF A TECHNICAL ASSISTANCE EFFORT DESIGNED TO IMPROVE THE MANPOWER DEPLOYMENT AND DEVELOPMENT OF THE CHARITON (IA) POLICE, WITH A FORCE OF 8 SERVING 5,000 RESIDENTS.
Abstract
CHARITON HAS AN AREA OF 3.3 SQUARE MILES, AND IS LOCATED 50 MILES SOUTH OF DES MOINES. THE REPORT FIRST DETAILS THE CURRENT OPERATIONS OF THE DEPARTMENT, INCLUDING SUCH FACTORS AS HISTORICAL DEVELOPMENT OF THE DEPARTMENT, COMMUNITY INTEREST, THE CRIME SITUATION, AND POLICING PROBLEMS. IT IS NOTED THAT SUCH PROBLEMS AS HIGH TURNOVER RATES, FAILING COMMUNITY SUPPORT, LOW CLEARANCE RATES, AND COMMUNITY CALLS FOR POLICE CONSOLIDATION. DATA ARE ALSO PRESENTED ON THE WORK LOAD DISTRIBUTION, ORGANIZATION, AND TECHNICAL SERVICES OF THE DEPARTMENT. IT WAS RECOMMENDED THAT THE DEPARTMENT IMPROVE ITS PLANNING OPERATIONS, MANAGEMENT, AND COMMUNITY RELATIONS. CONSOLIDATION WITH THE LUCAS COUNTY SHERIFF'S OFFICE IS ALSO RECOMMENDED....DMC
