THIS STUDY OF PERSONNEL ASSIGNMENT WAS CONDUCTED FOR THE COLUMBUS, INDIANA, POLICE DEPARTMENT (WHOSE 58 SWORN EMPLOYEES AND 9 CIVILIAN EMPLOYEES SERVE 29,500 PERSONS ON 14.9 SQUARE MILES) IS DATED OCTOBER 18-20, 1976.
Abstract
THE REPORT INCLUDES THE FINDINGS OF A CONSULTANT, WHO INTERVIEWED MANY MEMBERS OF THE POLICE DEPARTMENT, OBSERVED THE DEPARTMENT'S OPERATIONS AND PROCEDURES, AND EXAMINED SUCH DATA AND RECORDS AS WERE AVAILABLE. THE CONSULTANT CONCLUDED THAT ALTHOUGH THE STAFFING LEVEL APPEARS ADEQUATE, PRESENT METHODS OF PATROL MANPOWER ALLOCATION AND DEPLOYMENT ARE NOT BASED ON WORK LOAD GPO FACTORS. CURRENT ORGANIZATION IS FRAGMENTED, AND THERE ARE NO WRITTEN POLICIES, PROCEDURES, OR RULES AND REGULATIONS.
