DATED JANUARY 1977, THIS REPORT PRESENTS THE RESULTS OF A NEEDS ANALYSIS WITH RESPECT TO RESOURCE ALLOCATION, POLICE FACILITIES, AND DATA COLLECTION AND ANALYSIS FOR THE FRANKFORT (KY) POLICE DEPARTMENT.
Abstract
FRANKFORT, THE CAPITOL CITY OF KENTUCKY, HAS AN ESTIMATED POPULATION OF 25,000 AND AN AREA OF 7.5 SQUARE MILES. A TOTAL OF 47 SWORN POLICE PERSONNEL SERVE THE CITY. FRANKFORT IS CONSIDERING ANNEXATION THAT MAY APPROXIMATELY DOUBLE THE GEOGRAPHIC SIZE OF THE CITY. THUS, THIS TECHNICAL ASSISTANCE EFFORT WAS CONCERNED WITH ESTIMATING THE POLICE RESOURCES REQUIRED TO PROVIDE SERVICES TO ANNEXED AREAS AND WITH DETERMINING LONG RANGE NEEDS OF THE DEPARTMENT IN THE AREAS OF STAFFING. FACILITIES, EQUIPMENT, TRAINING, AND PROMOTIONAL PROCEDURES. BASED ON A REVIEW OF THE AVAILABLE DATA, THIS REPORT CONTAINS RECOMMENDATIONS FOR PROPORTIONAL WORK LOAD REQUIREMENTS FOR CALLS FOR SERVICE, REVISION OF THE RANK STRUCTURE, A PARTIAL SPACE LAYOUT FOR USE OF A NEW POLICE FACILITY, AND PHASED ALTERNATIVES FOR DATA COLLECTION AND ANALYSIS TO BE USED IN FUTURE PLANNING....DMC
