HANDS UP IS AN LEAA-FUNDED, NATIONWIDE COOPERATIVE PROGRAM OF THE GENERAL FEDERATION OF WOMEN'S CLUBS.
Abstract
ITS BASIC GOALS ARE TO INCREASE NATIONAL AWARENESS OF THE CITIZEN'S ROLE IN CRIME REDUCTION AND TO ENCOURAGE THE FORMATION OF LOCAL ACTION GROUPS CHARGED WITH DEVELOPING AND ACTING UPON RECOMMENDED SOLUTIONS TO CRIME PROBLEMS. THE BASIC ELEMENTS OF THE 1976-78 PROGRAM ARE AREA-CRIME SUMMITS TO DISCUSS AND MAKE RECOMMENDATIONS FOR CRIME REDUCTION PROJECTS, LOCAL ACTION GROUPS TO FOLLOW UP ON PROJECT IMPLEMENTATION COMMUNITY CRIME PROFILES, THE SELECTION OF CRIME REDUCTION PROJECTS, AND PROJECT EVALUATION. THIS COMMUNITY CRIME PROFILE IS A SCIENTIFICALLY DESIGNED SURVEY FOR DETERMINING THE NATURE OF CRIME PROBLEMS AND THE REASONS WHY THESE PROBLEMS HAVE NOT BEEN SOLVED. IT ASKS TEN QUESTIONS OF FIVE CRIMINAL JUSTICE AUTHORITIES IN COUNTIES (ANY SIZE) OR CITIES (250,000 OR OVER). THE FIVE QUESTIONNAIRES FOCUS ON THE MAJOR PROBLEMS OF ADULT CRIME, JUVENILE CRIME, THE ADULT CORRECTIONAL SYSTEM, THE JUVENILE JUSTICE SYSTEM, AND THE CRIMINAL COURTS.
