THE POLICE DEPARTMENT STUDIED CONSISTS OF 22 SWORN MEMBERS AND 6 CIVILIAN EMPLOYEES AND SERVES 14,631 PERSONS.
Abstract
THIS 1973 STUDY WAS UNDERTAKEN IN RESPONSE TO A NEED FOR UPGRADING SERVICES IN THE DEPARTMENT THROUGH PROVIDING TECHNICAL ASSISTANCE IN THE AREAS OF POLICE MANAGEMENT, MANPOWER DEVELOPMENT AND DEPLOYMENT, AND INTERGOVERNMENTAL RELATIONS. IN ORDER TO GROUP RELATED ACTIVITIES UNDER A UNIFIED COMMAND AND TO PROVIDE A MORE EXACT PLACEMENT OF RESPONSIBILITY FOR THE PERFORMANCE OF POLICE TASKS, IT IS RECOMMENDED THAT THE KEOKUK POLICE DEPARTMENT BE ORGANIZED INTO THREE MAJOR FUNCTIONAL DIVISIONS: UNIFORM, STAFF AND AUXILIARY SERVICES, AND INVESTIGATIONS. EACH DIVISION WOULD BE HEADED BY ONE OFFICER DIRECTLY RESPONSIBLE TO THE CHIEF OF POLICE FOR THE EFFECTIVE PERFORMANCE OF ALL ACTIVITIES ASSIGNED TO HIS PERSONNEL. (AUTHOR ABSTRACT)...KAP
