THE EXTENT OF THE VENEZUELAN CRIME PROBLEM IS NOT REFLECTED IN THE 1.8 PERCENT OF THE NATIONAL BUDGET ALLOTTED THE DEPARTMENT OF JUSTICE.
Abstract
HOWEVER, THE MUCH NEEDED INCREASES IN THE CRIMINAL JUSTICE BUDGET, PARTICULARLY FOR CRIME PREVENTION ACTIVITIES, MUST BE CONTINGENT UPON THE IMPLEMENTATION OF A DEFINITE CRIMINAL JUSTICE PLAN, AS WELL AS THE ABANDONMENT OF ISOLATED PROGRAM REFORMS, CONTINUOUS INCREASES IN PERSONNEL, AND UNCOORDINATED PROGRAM SERVICES. ONLY THROUGH SUCH PLANNING WILL EXISTING INEQUITIES IN THE VENEZUELAN CRIMINAL JUSTICE SYSTEM (INCLUDING THE VIOLATION OF THE HUMAN RIGHTS OF POOR AND LOWER CLASS CITIZENS) BE ELIMINATED. COST BENEFIT ANALYSIS WILL INDICATE NOT ONLY THOSE AREAS WHERE SPENDING SHOULD BE REDUCED (PRISONS, FOR EXAMPLE), BUT ALSO THOSE WHERE IT SHOULD BE INCREASED, SUCH AS FOR PUBLIC DEFENDERS. THE PLANNING AND EVALUATION OF CRIMINAL JUSTICE POLICY AND THE ANALYSIS OF THE COST OF PROPOSED ACTIVITIES WILL REQUIRE THE COOPERATION OF ALL AFFECTED AGENCIES, NOT JUST THE DEPARTMENT OF JUSTICE, THE ABANDONMENT OF PREVIOUS CRIMINAL JUSTICE MANAGEMENT THEORIES, AND COMMITMENT ON THE PART OF THE DEPARTMENT OF JUSTICE TO PROVIDE EQUAL JUSTICE TO ALL AT THE LEAST POSSIBLE COST. --IN SPANISH...ELW
