THIS PROCEDURE MANUAL, DESIGNED FOR CORRECTIONAL ADMINISTRATORS WHO WISH TO EVALUATE THEIR FURLOUGH PROGRAMS, PRESENTS A STEP-BY-STEP DESCRIPTION OF THE DESIGN AND CONDUCT OF THE PROGRAM EVALUATION.
Abstract
FOUR PROGRAM MODELS - BASIC RATIONALES FOR GRANTING A FURLOUGH - ARE FIRST IDENTIFIED AND EXPLAINED. THESE ARE THE HUMANISTIC OR HUMANITARIAN MODEL, THE REINTEGRATION MODEL, THE REDUCTION OF TENSION MODEL, AND THE INMATE MANAGEMENT MODEL. THE DISCUSSION OF EVALUATION METHODOLOGY COVERS STUDY TYPE, SETTING, POPULATION, SAMPLING, VARIABLE OR EVALUATION MEASURES SELECTION, AND DATA COLLECTION AND ANALYSIS. SUGGESTED VARIABLES ARE PRESENTED IN SIX MODULES, EACH DEALING WITH A SPECIFIC MEASUREMENT TASK - CRUDE COSTS, RISK TO SOCIETY, SHORT TERM GOAL ASSESSMENT, INSTITUTIONAL TENSION, LONG TERM IMPACT, AND COMMUNITY ATTITUDES. A SET OF DATA GATHERING INSTRUMENTS (BOTH SCHEDULES AND QUESTIONNAIRES) ARE ALSO INCLUDED. A SEVEN-PAGE BIBLIOGRAPHY OF OTHER REFERENCES ON THIS SUBJECT IS APPENDED.
