Abstract
POLITICAL CONSIDERATIONS IMPINGE ON EVALUATION IN THREE WAYS, ACCORDING TO THIS ARTICLE. FIRST, THE POLICIES AND PROGRAMS THAT ARE EVALUATED ARE THE PRODUCTS OF POLITICAL DECISIONS. SECOND, BECAUSE EVALUATION IS UNDERTAKEN TO AUGMENT DECISION-MAKING, IT IS PROPELLED INTO THE POLITICAL ARENA. THIRD, EVALUATION ITSELF HAS A POLITICAL CHARACTER BECAUSE IT MAKES STATEMENTS ABOUT THE PROBLEMS OF SOME PROGRAMS AND THE VIRTUES OF OTHERS.
