REPORT EVALUATES FIVE PROGRAMS TO JUDGE THEIR EFFECTIVENESS IN HELPING JUVENILES WHO WOULD ORDINARILY BE INCARCERATED.
Abstract
THE MAJOR GOALS OF THESE PROGRAMS WERE TO PROVIDE RESIDENTIAL TREATMENT FOR DRUG OFFENDERS WHO HAVE BEEN UNSUCCESSFUL IN OUT-PATIENT SET-UPS, ENCOURAGE FOSTER HOME PLACEMENT FOR OFFENDERS IN LIEU OF INCARCERATION, AND TO PROVIDE ALTERNATIVE SERVICES FOR THOSE WHO COULD NORMALLY GET BY WITHOUT INCARCERATION. THE EVALUATION DISCUSSES WHETHER A CHILD IN A COMMUNITY BASED PROGRAM ACTUALLY PERCEIVES HIMSELF AS LESS STIGMATIZED THAN UNDER ACTUAL INCARCERATION. THE EVALUATOR ALSO EXAMINES THE COSTS FOR THE PROGRAM, AND ASKS WHETHER THE PROGRAMS CONTRIBUTE TO LESSENING RECIDIVISM.
