STUDY PRESENTS OVERVIEW AND GIVES SUGGESTIONS WHERE IMPROVEMENTS ARE NECESSARY.
Abstract
THIS STUDY CONTAINS INFORMATION ON JUVENILES FURLOUGHED FROM THE DIVISION OF YOUTH SERVICES (DYS) FROM MARCH 1973 THROUGH FEBRUARY 1974. THE FLORIDA DYS OPERATES FOUR TRAINING SCHOOLS, 24 GROUP TREATMENT FACILITIES, AND 1 DETENTION CAMP. THE MOST IMPORTANT FINDINGS OF THIS STUDY ARE THAT THERE IS NEED FOR MORE TRAINING OF THE FACULTY IN THE TEACHING OF READING AND THAT 76 PERCENT OF STUDENT IN THE YEAR STUDIED DID NOT RETURN TO PUBLIC SCHOOL. THERE IS A LACK OF VOCATIONAL COUNSELING, AND THERE IS A NEED TO INSTITUTE A DIVISION-WIDE TESTING SYSTEM TO DETERMINE THE EFFECTIVENESS OF THE TREATMENT PROGRAM. DYS TEACHERS' SALARIES SHOULD BE BROUGHT MORE INTO LINE WITH THOSE OF OTHER SCHOOL TEACHERS, AND THERE IS A NEED TO IMPROVE STAFF EFFICIENCY AND MANAGEMENT OPERATIONS.
