CONSULTANTS' REPORT OF A PROJECT TO IDENTIFY FOR THE SOUTH CAROLINA COUNTY COUNCIL THE FUNCTION AND WORKLOAD OF THE EXISTING MAGISTRATE SYSTEM IN GREENVILLE COUNTY AND TO MAKE RECOMMENDATIONS FOR IMPROVEMENT.
Abstract
THE COUNTY'S 22 MAGISTRATES (6 OF THEM FULL-TIME) SERVE OVER 200,000 PEOPLE AND HAVE COUNTY-WIDE TERRITORIAL JURISDICTION. THIS REPORT FOCUSED ON THE FOLLOWING ASPECTS OF MAGISTRATE OPERATIONS IN GREENVILLE COUNTY: MANPOWER, WORKLOAD, SALARY STRUCTURE, EQUIPMENT, FACILITIES, AND OPERATING ENVIRONMENT. IN ORDER TO ACHIEVE PROJECT GOALS, INDIVIDUAL INTERVIEWS WERE CONDUCTED, AND A SURVEY QUESTIONNAIRE WAS USED TO COLLECT ORIGINAL SOURCE DATA ON MAGISTRATE OPERATIONS, WORKLOADS, BACKGROUNDS, AND PERCEIVED PROBLEM AREAS. THE APPENDIX CONTAINS THE QUESTIONNAIRE THAT WAS USED. RECOMMENDATIONS WERE MADE FOR IMPROVING OFFICE FACILITIES AND EQUIPMENT, SUPPLEMENTING EXISTING PERSONNEL, ESTABLISHING A POSITION OF PRESIDING MAGISTRATE, AND ADOPTING A MAGISTRATE PRODUCTIVITY MEASUREMENT SYSTEM TO DEVELOP PRODUCTIVITY STANDARDS.
