REPORT ON TECHNICAL ASSISTANCE RENDERED TO THE LAKE COUNTY (IN) PAUPER ATTORNEY TO EVALUATE THE EXTENT OF PUBLIC DEFENDER SERVICES PROVIDED TO THE COUNTY AND TO RECOMMEND IMPROVEMENTS.
Abstract
THE CONSULTANTS CONDUCTED AN ON-SITE VISIT FROM SEPTEMBER 9-14, 1974. DURING THAT TIME, THEY OBSERVED COURT PROCEEDINGS; EXAMINED DOCKETS AND OTHER COURT RECORDS: AND INTERVIEWED LAWYERS, JUDGES, COURT OFFICIALS, AND OTHERS KNOWLEDGEABLE OF THE LAKE COUNTY INDIGENT DEFENSE SYSTEM. RECOMMENDATIONS, PARTIALLY BASED ON ABA (AMERICAN BAR ASSOCIATION) AND NLADA (NATIONAL LEGAL AID AND DEFENDER ASSOCIATION) STANDARDS, WERE SET FORTH. THESE INCLUDED GRANTING THE PUBLIC DEFENDER AUTONOMOUS STATUS, UNIFYING AND EXPANDING PUBLIC DEFENSE SERVICES, IMPLEMENTING AN EFFECTIVE BAIL SYSTEM, AND THAT STAFF POSITIONS BE MADE FULL-TIME AND FAIR-PAYING JOBS....EB
