REPORT ON A TECHNICAL ASSISTANCE PROJECT TO ASSIST COURT OFFICIALS IN PREPARING A DRAFT APPLICATION FOR LEAA FUNDS TO CONDUCT A FEASIBILITY STUDY ON USING PREDICTION ANALYSIS IN THE SENTENCING OF CRIMINAL DEFENDANTS.
Abstract
THE MAJOR GOAL OF THE REQUESTED STUDY WOULD BE TO ESTABLISH AN ON-GOING MANAGEMENT INFORMATION SYSTEM THAT WOULD ALLOW AN EMPIRICAL STUDY OF THE SENTENCING PROCESS AND DERIVE PROBABILITIES OF FAVORABLE COMMUNITY PERFORMANCE ASSOCIATED WITH TYPES OF PEOPLE GIVEN PROBATION UNDER ALTERNATIVE DECISIONMAKING. AFTER MAKING AN ONSITE VISIT, THE CONSULTANTS PREPARED THE DRAFT OF THE APPLICATION, WHICH IS INCLUDED IN THE TEXT. INCLUDED IN THIS DRAFT IS A WORK PLAN FOR IMPLEMENTING AN ONGOING MANAGEMENT INFORMATION SYSTEM. ALSO INCLUDED IS A DESCRIPTION OF THE PROCEDURES FOR DEVELOPING BASE EXPECTANCY SCORES.
