REPORT DESCRIBING INADEQUACIES OF THE KENTUCKY PUBLIC DEFENDER SERVICE AND RECOMMENDATIONS FOR A REPLACEMENT SYSTEM BY THE NATIONAL LEGAL AID AND DEFENDER ASSOCIATION TECHNICAL ASSISTANCE TEAM, DATED FEBRUARY 5, 1973.
Abstract
THE KENTUCKY CRIMINAL JUSTICE SYSTEM IS ANALYZED WITH EMPHASIS ON THE PROBLEMS ENCOUNTERED IN THE STATE PUBLIC DEFENDER SYSTEM SUCH AS INADEQUATE FUNDING, IMPROPER REPRESENTATION OF INDIGENTS, AND INEFFICIENT ORGANIZATIONAL PLANNING. RECOMMENDATIONS INCLUDE GUARANTEED SERVICE TO ALL AREAS OF KENTUCKY, FULL-TIME STAFF ATTORNEYS WITH SALARY AND PROMOTIONAL OPPORTUNITIES, REGIONAL OFFICES TO SUPERVISE DISTRICT DEFENDERS, ADEQUATE REPRESENTATION OF PRISON INMATES, AND AMENDMENT TO THE STATE DEFENDER LEGISLATION TO ELIMINATE LOCAL CONTROL OF THE DISTRICT DEFENDERS.
