REPORT, DATED SEPTEMBER 1974, OF A PROJECT THAT OFFERED TECHNICAL ASSISTANCE FOR EVALUATING THE SAFETY AND SECURITY PROBLEMS ASSOCIATED WITH EXISTING COURT FACILITIES AND FOR RECOMMENDING IMPROVEMENTS.
Abstract
THIS ANALYSIS WAS DIRECTED AT 3 BUILDINGS WHICH HOUSE A TOTAL OF 16 COURTROOMS AND SUPPORTING FACILITIES IN NORFOLK. SCHEMATIC DIAGRAMS ILLUSTRATING COURT FACILITIES ARE INCLUDED IN THE TEXT. IT WAS RECOMMENDED THAT THE FOLLOWING BE IMPLEMENTED: INSTALLATION OF A 'FRISKEM' DEVICE, ESTABLISHMENT OF A CONTROL COMMAND POST MANNED BY SKILLED PERSONNEL, AND INSTALLATION OF TV MONITORS IN HALLS AND STAIRS. IT WAS FURTHER SUGGESTED THAT WALKIE-TALKIES BE PROVIDED TO ALL SHERIFFS AND PROVISION BE MADE TO ALLOW ADDITIONAL PHYSICAL DISTANCE BETWEEN A PRISONER AND THE PUBLIC AS HE IS TAKEN INTO ONE OF THE COURTROOMS.
