FINAL REPORT ON A PROGRAM TO REDUCE THE NUMBER OF BURGLARIES BY 10 PERCENT, INCREASE THE VALUE OF STOLEN PROPERTY RETURNED BY 20 PERCENT, AND ENROLL 25 PERCENT OF THE HOMES IN SELECTED AREAS OF THE CITY.
Abstract
UNDERTAKEN IN RESPONSE TO CITIZEN APPREHENSION OVER BEING BURGLARIZED, THIS PROGRAM MADE LIGHTWEIGHT PORTABLE ELECTRIC ENGRAVING OR ETCHING TOOLS AVAILABLE TO CITIZENS SO THAT THEY COULD MARK THEIR HOUSEHOLD EQUIPMENT AND VALUABLES WITH A PERSONAL IDENTIFICATION NUMBER. WHILE PROPERTY IDENTIFICATION DID AFFECT THE BURGLARY RATE AMONG THOSE PARTICIPATING IN THE PROGRAM, IT WAS IMPOSSIBLE TO ASSESS ITS INFLUENCE ON THE OVERALL CITY BURGLARY RATE. NO INFORMATION WAS AVAILABLE ON RECOVERED OR RETURNED 'OPERATION IDENTIFICATION' PROPERTY. ALTHOUGH THE PROGRAM ONLY ENROLLED 14.9 PERCENT OF THE TARGETED HOMES, REQUESTS FOR SERVICE IN OTHER AREAS OF THE CITY AND BY BUSINESSES AND GOVERNMENT RAISED ENROLLMENT TOTALS TO OVER 37,000 OR 17.5 PERCENT OF THE ENTIRE CITY....ELW
