REPORT OF A 1973 TECHNICAL ASSISTANCE PROJECT TO EVALUATE CURRENT MUNICIPAL COURT PROCEDURES AND TO AID IN IMPROVING THE OVERALL MANAGEMENT OF THE COURT.
Abstract
THE OMAHA MUNICIPAL COURT SERVES A POPULATION OF 390,000 AND ITS JURISDICTION EXTENDS TO TRAFFIC CASES, MISDEMEANORS, PRELIMINARY HEARINGS, AND CIVIL CASES. THIS PROJECT WAS UNDERTAKEN WITH THE PARTICULAR DESIGNS OF IMPROVING THE OPERATION OF THE COURT, ELIMINATING INEFFICIENCIES AND WASTE, SOLVING PERSONNEL PROBLEMS, AND EFFECTIVELY HANDLING AN ANTICIPATED BACKLOG OF CASES. AS A RESULT OF INTERVIEWS WITH COURT OFFICIALS, OBSERVATION OF COURT OPERATIONS, AND A REVIEW OF RELEVANT BACKGROUND INFORMATION, THE PROJECT MEMBERS WERE ABLE TO IDENTIFY MAJOR PROBLEM AREAS. AMONG RECOMMENDATIONS MADE ARE THE FOLLOWING: ADEQUATE ADMINISTRATIVE SUPPORT SHOULD BE PROVIDED TO THE JUDGES, PERSONNEL POLICY INFORMATION SHOULD BE DOCUMENTED AND MAINTAINED, AND POTENTIAL USES OF THE COMPUTER SHOULD BE EXPLORED.
