THIS REPORT CONTAINS THE RESULTS OF AN ANALYSIS OF THE PRESENT STATUS AND FUTURE NEEDS OF NEW JERSEY'S CORRECTIONAL SYSTEM AND PRESENTS RECOMMENDATIONS FOR CHANGES TO MEET THOSE FUTURE NEEDS.
Abstract
THE AREAS STUDIED BY THE CORRECTIONAL MASTER PLAN POLICY COUNCIL INCLUDED DEFINITION OF A CORRECTIONAL PHILOSOPHY FOR NEW JERSEY, ANALYSIS OF THE ORGANIZATIONAL STRUCTURE OF THE DIVISION OF CORRECTION AND PAROLE AS WELL AS ANALYSES OF OFFENDER PROFILE, PAROLE OPERATIONS, AND PROBATION SUPERVISIONS IN THE STATE. IN ADDITION, A REVIEW OF COUNTY OPERATIONS WAS UNDERTAKEN AND A 10-YEAR PROJECTION OF INSTITUTIONAL REQUIREMENTS WAS SET FORTH, BASED ON ANALYSIS OF EXISTING FACILITIES, ADMISSION TRENDS FOR VARIOUS OFFENDER TYPES, AND TRENDS IN LENGTH OF STAY. AMONG THE TOPICS ADDRESSED BY COUNCIL RECOMMENDATIONS ARE SENTENCING AND PAROLE PRACTICES, RACIAL DISPARITY IN CORRECTIONS, LOCALLY ORIENTED CORRECTIONS, CONSTRUCTION OF NEW FACILITIES, AND ORGANIZATION OF CORRECTIONS. THE COUNCIL'S PRIMARY RECOMMENDATION ON THE LATTER - THAT AN AGENCY OF STATE CORRECTIONS BE ESTABLISHED AT THE DEPARTMENT LEVEL OF GOVERNMENT - WAS ENACTED IN NOVEMBER 1976....EB
