REPORT ON A STUDY CONDUCTED TO ESTIMATE THE ADDITIONAL OPERATING AND CAPITAL COSTS REQUIRED FOR STATEWIDE IMPLEMENTATION OF JAIL STANDARDS RECOMMENDED BY THE STATE JAIL COMMISSION AND TO SUGGEST COST-SHARING GUIDELINES.
Abstract
SPECIFIC OBJECTIVES INCLUDED ESTIMATING CURRENT OPERATING COSTS FOR 15 JAILS HOLDING SENTENCED PRISONERS OVER 30 DAYS; DETERMINING RESOURCES REQUIRED TO BRING THESE JAILS INTO COMPLIANCE; DETERMINING PAST AND PRESENT JAIL POPULATION CHARACTERISTICS AND ESTIMATING FUTURE TRENDS; AND SUGGESTING GUIDELINES FOR DETERMINING THE RELATIVE COSTS TO BE ASSUMED BY STATE AND LOCAL GOVERNMENTS. DATA WERE COLLECTED ON BUDGETS AND RELATED ITEMS, STANDARDS COMPLIANCE, CONSTRUCTION COSTS, JAIL POPULATIONS, AND RECENT CRIMINAL JUSTICE REFORMS. THE CHAPTERS PRESENT A HISTORICAL OVERVIEW OF THE ROLE OF JAILS, AN ANALYSIS OF THE COSTS OF RUNNING 45 WASHINGTON JAILS IN 1974, AND EXPLAIN THE UPGRADING COSTS AS WELL AS HOW THEY SHOULD BE SHARED. THE FINAL CHAPTER DESCRIBES SOME OF THE POLICY IMPLICATIONS OF SPECIAL SUBSIDIES AND OFFERS SOME OBSERVATIONS ON QUESTIONS UNRESOLVED BY THIS STUDY.
