Abstract
THE EXTENT AND NATURE OF ILLEGAL ACTIVITIES CARRIED OUT BY THE MAYOR, POLICE CHIEF, AND OTHER HIGH-RANKING CITY OFFICIALS ARE DESCRIBED IN DETAIL. THESE ACTIVITIES INCLUDED BRIBERY, KICKBACKS, GRAFT, AND THE PROTECTION (FOR A FEE) OF VICE AND GAMBLING. RESIDENT SURVEYS INDICATED THAT PUBLIC AWARENESS OF THE EXISTENCE OF THIS CORRUPTION WAS QUITE LIMITED, WITH KNOWLEDGE OF SPECIFICS BEING AVAILABLE ONLY AFTER LEGISLATIVE HEARINGS AND THE INDICTMENT OF THE POLICE CHIEF....ELW
