ARTICLE REVIEWS A COMMUNITY SUPPORT PROGRAM OPERATING IN DAYTON, OHIO, THAT UTILIZES CITIZEN VOLUNTEERS IN NONENFORCEMENT POLICE ACTIVITY CAPACITIES.
Abstract
THE PROGRAM IS CALLED THE NEIGHBORHOOD ASSISTANCE OFFICER (NAO) PROGRAM, AND ITS MEMBERS ARE UNIFORMED BUT HAVE NO POWER OF ARREST AND SERVE ONLY AS AUXILIARY POLICE PERSONNEL. THE AUTHORS POINT OUT THAT THEY HAVE BEEN TOTALLY ACCEPTED BY THE COMMUNITY; AND ON A COST-EFFECTIVENESS BASIS, HAVE BEEN DEEMED AN ABSOLUTE NECESSITY BY THE DAYTON POLICE DEPARTMENT. IT IS FURTHER NOTED THAT THE VALUE OF THE PROGRAM HAS BEEN REALIZED IN AN INCREASED COMMUNITY APPRECIATION OF THE DIFFICULTY OF POLICE WORK AND A GREATER UNDERSTANDING OF LAW ENFORCEMENT OPERATIONS....KAP
