THE OPINIONS OF CIVILIANS, PATROL OFFICERS, POLICE ADMINISTRATORS, AND CRIMINAL JUSTICE EXPERTS ARE REVIEWED ON THE QUESTION OF WHETHER CIVILIAN REVIEW BOARDS ARE NEEDED TO HANDLE POLICE MISCONDUCT COMPLAINTS.
Abstract
THE AUTHOR SUGGESTS THAT ALTHOUGH THERE IS A NEED FOR SOMEONE TO POLICE THE POLICE. CIVILIAN REVIEW BOARDS CAN UNDERMINE POLICE MORALE AND CREATE SITUATIONS WHERE OFFICERS, FEARFUL OF BEING SECOND GUESSED, WOULD FAIL TO TAKE NECESSARY ACTIONS.
