THIS PAPER ATTEMPTS TO EXPLAIN THE ISSUE OF TRANSNATIONAL TERRORISM AND THE POLICY RESPONSES TO IT.
Abstract
PART ONE DEFINES THE CONCEPT OF TRANSNATIONAL TERRORISM AND DESCRIBES A PATTERN OF VIOLENCE IN TERMS OF (1) ACTORS, (2)ACTIONS, (3)METHODS, (4)AUDIENCE GROUPS, AND (5)CONSEQUENCES OR OUTCOMES. PART TWO CONCERNS THE POLICY RESPONSE TO THE ISSUE, IN TERMS OF (1) POLICY CONTENT, AND (2)THE DETERMINANTS OF POLICY. THE PAPER'S FINDINGS ARE PARADOXICAL; IT EMPHASIZES (1)THE IMPORTANCE OF TRANSNATIONAL FORCES AND INTERACTIONS AND THE DIFFICULTIES OF CONTROLLING TRANSNATIONAL VIOLENCE; AND (2)THE CONTINUED SOVEREIGNTY AND AUTONOMY OF THE NATION-STATE, WHICH MAINTAINS ITS TRADITIONAL BEHAVIOR AND COEXISTS UNEASILY WITH NONGOVERNMENTAL ENTITIES, DESPITE A CLEAR NEED TO COOPERATE WITH OTHER ACTORS FOR AN EFFECTIVE RESPONSE.(AUTHOR ABSTRACT)....BDS
