THE COMPLETE RANGE OF PROCEDURES AND PLANS NECESSARY FOR THE SUCCESSFUL CONSOLIDATION OF POLICE AND FIRE SERVICES IS CONTAINED IN THIS VOLUME. THE TEXT EXPLAINS WHERE AND WHY THIS TYPE OF PROGRAM IS APPROPRIATE, HOW TO PLAN AND SELECT A PROGRAM, AND WHAT TYPE OF RECRUITING, TRAINING, AND OPERATIONAL TECHNIQUES ARE MOST EFFECTIVE. INFORMATION ON HOW TO ALLAY THE COMMUNITY'S FEARS OF CONSOLIDATION AND TO ELIMINATE THE DRAWBACKS WHICH THEY POINT OUT IS ALSO PROVIDED.
