THIS STUDY IS A DETAILED ANALYSIS OF THE IMPACT OF MAINE'S LAW REVISION CODE ON THE ADULT PRISON POPULATION, WITH MAJOR CHANGES IN THE CODE DESCRIBED AND SUMMARIZED.
Abstract
THE PROJECTIONS IN THIS REPORT ARE ESTIMATES BASED SOLELY ON CHANGES IN THE LAW, CHANGES IN SENTENCING, AND THE MAINE STATE PRISON STATISTICAL REPORT. THE PROJECTED SENTENCES ARE BASED ON THE ASSUMPTION THAT COURTS WILL CHANGE THEIR ACTUAL SENTENCES IN PROPORTION TO THE CHANGE IN THE MAXIMUM SENTENCE ALLOWABLE BY LAW. ADJUSTMENTS WERE ALSO MADE TO COMPENSATE FOR THE NEW CODE'S INCREASED GOOD TIME AND THE ELIMINATION OF THE PAROLE BOARD. THE EXTENSIVE CHARTS INDICATE THAT THE NEW CODE WILL CAUSE SIGNIFICANT PRISON POPULATION INCREASES.
