Abstract
CARE OF THE MENTALLY ABNORMAL OFFENDER HAS ALTERNATED BETWEEN INCARCERATION IN PRISON OR TREATMENT IN MENTAL HOSPITALS. EVER SINCE THE 1959 MENTAL HEALTH ACT, THE CARE OF THE MENTALLY ABNORMAL OFFENDER IN ENGLAND HAS BEEN VESTED IN MENTAL HOSPITALS. THE AUTHOR DISCUSSES THE CONCEPT OF THE OPEN MENTAL HOSPITAL, AND DILEMMAS OF SPECIAL HOSPITALS. IN 1974 A SPECIAL COMMITTEE PUBLISHED A REPORT RECOMMENDING CHANGES IN THE LAW REGARDING HOSPITALIZATION OF MENTALLY ABNORMAL OFFENDERS THAT CREATED A STIR BECAUSE OF ITS ADVOCATION OF GOVERNMENT CARE FOR SUCH PERSONS....BDS
