THIS ARTICLE DESCRIBES THE PREPARATION OF A BUDGET PRESENTATION FOR THE SAN JOSE POLICE DEPARTMENT'S 700 SWORN PERSONNEL FOR THE FISCAL YEAR 1975-76.
Abstract
A TASK FORCE WAS FORMED FROM DEPARTMENT STAFF MEMBERS, WHO PREPARED A DOCUMENT FROM DATA GATHERED ON EXISTING LEVELS OF RESOURCES, REQUESTS FOR NEW PERSONNEL, POLICE SERVICES DELIVERY, AND OTHER AREAS. THE INTENT OF THE DOCUMENT WAS TO SHOW HOW THE BUDGET, BOTH EXISTING AND NEW REQUESTS, ADDRESSED THE SPECIFIC CONCERNS OF THE MANAGER OF THE CITY COUNCIL, THE COUNCIL, AND THE COMMUNITY. IN ADDITION, THE BUDGET WAS TIED TO ANALYSIS OF CASELOADS, CLEARANCE RATES, AND CRIME PROJECTIONS. USING BUDGET OBJECTIVES AND AN OVERALL STRATEGY, THE SAN JOSE POLICE DEPARTMENT WAS ABLE TO INTERNALLY RATIONALIZE ITS BUDGET AND TO ADMINISTER THE BUDGET EFFECTIVELY OVER THE FISCAL YEAR.
