EVALUATION REPORT OF A PROJECT THAT WAS DESIGNED TO ASSIST AT LEAST SEVEN COMMUNITY-BASED PROGRAMS IN DEVELOPING AND PROVIDING A VARIETY OF SERVICES TO JUVENILE DELINQUENTS.
Abstract
DURING THE FIRST YEAR OF ITS OPERATION, THE YOUTH SERVICES BUREAU PROVIDED COUNSELING, YOUTH ADVOCACY, REFERRAL, AND INFORMATION SERVICES TO YOUTHS REFERRED BY THE COURTS, POLICE, SCHOOLS, AND OTHER LOCAL AGENCIES. HOWEVER, THE EVALUATION OF THIS PROJECT SHOWS A DECREASE IN THE TYPES OF SERVICES AVAILABLE DURING ITS SECOND YEAR. THE PROJECT SEEMS TO HAVE CHANGED FROM ITS INITIAL FUNCTIONING THAT INVOLVED TAKING REFERRALS AND PROVIDING DIRECT SERVICES TO PRIMARILY ACTING IN A BROKERAGE/REFERRAL CAPACITY. THUS, THE EVALUATOR POINTS OUT THAT DUE TO THE REDUCTION IN SERVICES, THE PROGRAM IS ONLY MARGINALLY ACCOMPLISHING STATE PLANNED GOALS. THE EVALUATOR CONCLUDES THAT EVEN THOUGH THE PROGRAM HAS PROBLEMS, IT IS VALUABLE TO PITTSYLVANIA COUNTY AND, IF PROVIDED WITH A STABLE SOURCE OF FUNDING, COULD BE MORE BENEFICIAL TO THE AREA.
