AN ANALYSIS OF THE COST IMPACT OF IMPLEMENTING THE STANDARDS PROPOSED BY THE CORRECTIONS TASK FORCE OF THE NATIONAL ADVISORY COMMISSION ON CRIMINAL JUSTICE STANDARDS AND GOALS.
Abstract
MANY OF THE SPECIFIC RECOMMENDATIONS OF THE TASK FORCE HAVE IMPACTS THAT CUT ACROSS TRADITIONAL ADMINISTRATIVE OR PROGRAM DESIGNATIONS. TWO BROAD SETS OF SUCH STANDARDS ARE EXAMINED HERE: PAROLE PROGRAMS AND PROCEDURES, AND PROPOSALS FOR CHANGES IN INSTITUTIONAL WORK EXPERIENCES (PRISON INDUSTRIES). IN BOTH CASES THE AUTHOR FINDS THAT THE TASK FORCE STANDARDS MIGHT BE EXPENSIVE TO IMPLEMENT BY THEMSELVES, BUT THAT INDIVIDUAL PROPOSALS GENERATE A COST SAVING IN OTHER ACTIVITIES THAT PARTIALLY OR EVEN COMPLETELY OFFSET THE BUDGETARY IMPACT OF THE STANDARD.
