AFTER TAKING A LOOK AT THIS PSYCHIATRIC CARE PROGRAM, THIS REPORT MAKES A NUMBER OF RECOMMENDATIONS ON IT.
Abstract
THE NEBRASKA PENAL AND CORRECTIONAL COMPLEX PROGRAM WAS ESTABLISHED TO MEET THE EXPANDING PSYCHIATRIC DISORDER PROBLEM WITHIN THE STATE'S PRISONER POPULATION. THE PROGRAM, HOWEVER, IS NOT RECOMMENDED FOR REFUNDING. A REVISED PSYCHIATRIC CARE PROGRAM CAPABLE OF MEETING THE PSYCHIATRIC NEEDS OF THE POPULATION AT NPPC IS RECOMMENDED FOR FUNDING. THIS RECOMMENDATION IS PREDICATED UPON THE NEED FOR PSYCHIATRIC TREATMENT BY INMATES OF NPPC, DEPARTMENT OF CORRECTIONAL SERVICES' AND DEPARTMENT OF PUBLIC INSTITUTIONS' ASSESSMENTS OF THAT NEED, AS WELL AS EXECUTIVE AND LEGISLATIVE DIRECTIVES TO PROVIDE TREATMENT FOR THOSE NEEDS; AND, IS CONDITIONAL UPON AN ACCEPTABLE PLAN FOR THE DESIGN AND IMPLEMENTATION OF A VIABLE PSYCHIATRIC CARE PROGRAM.
