Abstract
THE FIRST CHAPTER GIVES A BRIEF HISTORY AND DESCRIPTION OF IOWA'S COMMUNITY CORRECTION EFFORTS. CHAPTER TWO DESCRIBES THE DESIGN OF THE STUDY IN SOME DETAIL. OTHER PORTIONS OF THE TEXT REPORT FINDINGS FROM THIS STUDY FOR BOTH THE FIFTH JUDICIAL DISTRICT AND THE ENTIRE STATE. THE FOURTH CHAPTER, WHICH DEALS WITH THE FIFTH DISTRICT ONLY, COMPARES RESULTS FROM THE LATEST STUDY AND EARLIER STUDIES. THE FINAL SECTION PRESENTS INFORMATION ON FINANCIAL FACTORS FOR BOTH INSTITUTIONAL PROGRAMS AND COMMUNITY BASED PROGRAMS.
