THIS EVALUATION REPORT ANALYZES THE PROGRAM WHICH WAS INITIATED AS AN EXPERIMENTAL PROJECT DESIGNED TO DIVERT DELINQUENT YOUTHS FROM OFFICIAL COURT ACTION.
Abstract
THE MAIN CONCERNS THAT LED TO DEVELOPMENT OF THE PROGRAM ARE THE AVOIDANCE OF A PERMANENT RECORD FOR PREDELINQUENT YOUTHS AND THE AVOIDANCE OF LENGTHY DELINQUENT RECORDS FOR MORE SOPHISTICATED YOUTHS. THE PROGRAM HAS OPERATED ON A FOUR-WEEK CYCLE WHICH INCLUDES STUDY TIME, RECREATION, FILMS, DISCUSSIONS, AND FAMILY COUNSELING. THE EVALUATION, AFTER SURVEYING WITH QUESTIONNAIRES, INTERVIEWS, AND REFERRAL RECORDS, CALLS FOR FORMAL STAFF TRAINING, CONSISTENT ADMINISTRATIVE AND PROGRAM CONTROL, AND ENDORSES OTHER PROPOSED CHANGES. SURVEY STATISTICS AND QUESTIONNAIRES ARE INCLUDED IN APPENDIXES.
